The University Hill Transportation Study for the City of Syracuse, NY illustrates the benefits of focusing on moving people, goods and minds rather than moving cars. The study area is home to two universities and five major hospitals as well as a wide array of other uses. Each institution anticipated substantial growth which would strain the highway capacity and parking supply in the study area.

This presentation will discuss the benefits and constraints of a broad range of actions including the joint development of a mixed use transit oriented development, the introduction of light rail (streetcar) and a mobility hub network, the establishment bike and pedestrian placemaking improvements, creation of a parking authority to manage parking and encourage transit use, and elimination of the existing interstate highway bisecting the study area and the
CBD.

Brian McMahon specializes in the integration of land use and transportation planning, and offers extensive experience with communities and non-government organizations in developing and implementing strategies for smart growth and sustainable transportation. He is particularly experienced in the leadership of Transit Oriented and Pedestrian Oriented Developments. Brian’s focus is on developing creative solutions to the planning issues surrounding community development and transportation in new urban centers. After nearly a quarter-century of professional practices, he believes that public engagement is the most
critical component of successfully moving forward on our land use and transportation issues
Prior to joining Parson Brinkerhoff Brian worked in the United States, where he most recently led the development of the sustainable transportation and placemaking plan for the new Harvard University campus in Boston, Massachusetts. He also directed the completion of the master plan for a new “ed-med” transit oriented development for the University Hill neighborhood in Syracuse, NY.
